Pengembangan Kawasan Rest Area pada Jalan Poros Kendari-Moramo di Desa Mata Wawatu Kabupaten Konawe Selatan

Abstract

Konawe Selatan sebagai salah satu kabupaten di Provinsi Sulawesi Tenggara memiliki jalur penghubung non tol antara ibukota provinsi dengan beberapa kabupaten/kota lainnya, yakni jalan poros Kendari-Moramo hingga Pelabuhan Fery Amolengo. Hingga kini, kabupaten tersebut belum memiliki fasilitas peristirahatan yang khusus diperuntukkan bagi pengendara kendaraan bermotor. Penyediaan prasarana lalu lintas yaitu tempat istirahat merupakan strategi yang bersifat kuratif dan preventif untuk mencegah kecelakaan khususnya yang disebabkan oleh kelelahan. Selain itu, tujuan lain dari penyediaan tempat istirahat pada jalan non tol juga untuk mendorong pengembangan ekonomi lokal daerah setempat dengan penyediaan berbagai jenis UMKM yang berkaitan dengan pelayanan barang dan jasa. Program Pengabdian Kepada Masyarakat Terintegrasi Kuliah Kerja Nyata (PKM-KKN) Tematik dilaksakan di Desa Mata Wawatu, salah satu desa yang terletak di jalan poros Kendari-Moramo. Tujuan utama program ini untuk membantu masyarakat dalam menciptakan dan mengembangkan kawasan Tempat Istirahat dan Pelayanan (TIP) atau rest area sebagai fasilitas pendukung transportasi dan sentra UMKM (Usaha Mikro, Kecil, dan Menengah) baru. Adapun hasil dari kegiatan ini yakni: 1) Terciptanya desain sarana pelayanan transportasi berupa kawasan rest area; 2) Peningkatan kualitas sumber daya manusia dalam pengelolaan kawasan rest area yang bernilai ekonomi; dan 3) Peningkatan partisipasi masyarakat dalam mengelola sarana/fasilitas di desa setempat.

Abstract

South Konawe as one of the districts in Southeast Sulawesi Province has a non-toll connecting route between the provincial capital and several other districts/cities, namely the Kendari-Moramo axis road to the Amolengo Ferry Port. Until now, the district does not have rest facilities specifically intended for motor vehicle drivers. Providing traffic infrastructure, namely rest areas, is a curative and preventive strategy to prevent accidents, especially those caused by fatigue. Apart from that, another aim of providing rest areas on non-toll roads is also to encourage the development of the local economy in the local area by providing various types of entrepreneurship related to goods and services. The Thematic Integrated Community Service Program (PKM-KKN) is carried out in Mata Wawatu Village, one of the villages located on the Kendari-Moramo axis road. The main aim of this program is to assist the community in creating and developing Rest and Service Areas or rest areas as transportation support facilities and new MSME (Micro, Small and Medium Enterprises) centers. The results of this activity are: 1) Creation of a design for transportation service facilities in the form of a rest area; 2) Improving the quality of human resources in managing rest areas with economic value; and 3) Increasing community participation in managing facilities in current villages.
